Ever wondered how the images in the magazine you read seemed so perfect. How celebrities look flawless? Reeeeead this! Turn this (cropped and resized smaller from the original):

to this:

1) Choose your image. Open it up in PSP. I got my image from this site.
2) Go to your Layers palette, right click on the preview image, select Duplicate.

3) Zoom in to the areas you think is "unattractive" in the image. For example, if a female in the image had a spot or wrinkles, zoom in to those places!

4) Find the Makeup Tool on the left hand side. (Should be above your Paint Brush Tool). Click on Blemish Fixer.

5) Now carefully click the areas where you want the 'problems' to be 'gone'. This tool erasers harsh, dark lines and merges the colours around it to those areas.
6) Zoom out to see your result. If you're happy with that, continue to next stage.
7) Click on the Burn Tool (under the Paint Brush Tool), you may need to change the settings. I suggest you put the hardness down to 20 or less and Opacity rather low too. Go over the image (copied image, not original) where you want some parts to really stand out. I would place the Burn Tool over the dark areas, especially on the face. The eyes would be the best place, so it also looks like the female is wearing eyeliner.

8) Make sure you keep zooming out to see how it is turning out. Go back to the Makeup section, and select the Suntan option.

I would suggest making the size of this brush large. Around 150-250. Go over the 'plain pale' parts of the image. I sprayed the Suntan Tool over the female's forehead, cheeks, neck and sholders.

9) One more edit to go! Click on the Dodge Tool and go around the light or 'shiny/reflective' areas of the image. For the image in my tutorial, I would use the Dodge Tool for the lips, the highlights in the eye, teeth, the bright area on the eyelid and some of the stars on her face.

10) Now go to the Layers palette, right click, Duplicate once again. Click on the second layer and choose Soft Light as your setting.

Click back on the third layer (at the top).

Go to Adjust > Blur > Gaussian Blur. Make it to 10. Click OK. (Make sure the it is on the 3rd final layer)

Now change the layer mode setting to Overlay. Change the Opacity to 40.

Right click on the window bar of the image top Copy Merged and Paste (new page). Add a border (optional).

And there we go! Your very own flawless perfect image.
