Layers
Layers are easy to work with. It helps you to organise you graphics and images and make them have added affects. If you can't find anywhere your "Layers" palette, then go to the top of the screen. See the "file", "edit", "view" row, go across to to "help". Now go to the row under that and find the "palettes" button. Click on that and click on "Layers". Another easy way to do this is by pressing "F8". This should come under your materials(color) palette or something.

I'm will use this image from this photo site.

Ok, now to make a new layer from your image, click on this icon on the layers palette.
A pop up box will appear and click "OK". Now you should have a new blank layer in the size of your original image.

Now you could just add anything to that layer! You could paint or draw and even paste something by right clicking the image's window bar and selecting Paste>>Paste as New Layer. Here's some screen shots on what you could do in a layer over the image.

Taking another image and putting it on top with layer effects of "hard light" and opcaity of "77" with the copy and paste method.

Duplicating the image (right click on the layers palette the image you want duplicating and chose "Duplicate". Do this how many times.) and colourising it (Adjust>>Hue and Saturation>>Colorize, or press "Shift" and "L" and drag the arrow across to your colour.

Manually putting a layer in by selecting the "new layer" icon and then selecting a paint brush and drawing on top. Change the layer effects to "dodge" and the opacity of "57". The circles in the screen shot shows where I changed things and where things are like the new raster and the sparkle brushes.
These are just some of the things you could do. Go on and experiment. Remember if the layer is on top of another layer, it will cover it. It's on top so you can change the opacity of it or drag the other layer on top instead.
Used a tutorial? Let me know through MySpace! :D
