Open up an image and right click Duplicate in the Layers Palette.
Go to Effects >> Artistic Effects >> Colored Edges.
Make the settings like mine below.
Go to the layer, and set it to Hard Light. If you want, you can change the opacity of this layer.
Create a new layer. Add a gradient, preferably one with a dark corner.
Add a border and anything else to finish it.
