Open up an image and right click Duplicate in the Layers Palette.
Go to Effects >> Distortion >> Wind. Set the strength to 50 (movement to either left or right).

Now go to Adjust >> Add/Remove Noise >> Median Filter. Set it to 11. Click OK. Set the layer to Overlay.

Create a new layer. Use the Flood Fill Tool to fill the layer to whatever colour you want to use. I went for this green colour: (#8ff95a). Set this layer to Burn.

Make another new layer. Select the Airbrush tool and click on a pink colour (#fb53c2) on your Materials Palette.

Make sure that the brush is in a circle shape, with a size between 330 to 430, Hardness: 0, Rate: 5. Click at the top left hand corner of the image. Set the layer to Hard Light.

And you're done, enjoy!
