Open up an image and right click Duplicate in the Layers Palette.

Go to Adjust >> Blur >> Gaussian Blur. Set it to 12. Click OK. Set the layer to Overlay.

Create a new layer. Use the Flood Fill Tool to fill the layer to whatever colour you want to use. I went for blue (#53d0fb).
Set this layer to Darken at 75%.

Add another new layer. Create a two coloured gradient that has a white colour on the right hand side (#ffffff) and any colour of your choice; preferably a similar colour to what you chose before. Mine is #a1d4e5 and #ffffff. Fill the layer in with that gradient.
Set this layer to Saturation (L). And you're done. Try out different layer modes like Overlay or Hue etc. to see other ways!
